O presente Trabalho de Investigação Aplicada subordina-se ao tema “A Unidade Ministerial de Compras do Ministério da Defesa Nacional: o seu papel na ligação entre a extinta Agência Nacional de Compras Públicas e as Unidades, Estabelecimentos e Órgãos do Exército no âmbito do Sistema Nacional de Compras Públicas”. Com esta investigação, pretende-se estudar o papel da Unidade Ministerial de Compras do Ministério da Defesa Nacional e a sua atual articulação com a Entidade de Serviços Partilhados da Administração Pública e com as Unidades, Estabelecimentos e Órgãos do Exército, determinando se a sua atuação tem de facto concretizado mais-valias em termos económicos para o Exército. O objetivo desta investigação é determinar se de facto existem vantagens económicas evidentes para o Exército no âmbito da aquisição de bens e serviços contratualizados pela extinta Agência Nacional de Compras Públicas e centralizados pela Unidade Ministerial de Compras do Ministério da Defesa Nacional, em face da sua subordinação e vinculação ao Sistema Nacional de Compras Públicas. A metodologia utilizada nesta investigação aplicada respeita as etapas do processo de investigação segundo Marie-Fabienne Fortin e as normas estipuladas pela Academia Militar para a elaboração dos Trabalhos de Investigação Aplicada, na qual a pesquisa bibliográfica e documental, os inquéritos por entrevistas e por questionár io e as observações foram os procedimentos de recolha de informação utilizados. Este trabalho de investigação é constituído por seis capítulos. No primeiro é feito um enquadramento para entendimento do estudo. O segundo expõe a metodologia e procedimentos utilizados durante a investigação. No terceiro é feita a análise do Sistema Nacional de Compras Públicas. No capítulo quatro são apresentadas as Unidades Ministeriais de Compras que vão ser analisadas nesta investigação . No capítulo cinco, são apresentados e analisados os resultados. Por último, o capítulo seis onde são apresentadas as conclusões e recomendações. No final da investigação, conclui-se que, baseado no princípio da economia de escala e nos resultados obtidos na centralização de alguns Acordos-Quadro, existem poupanças significativas para o Exército no âmbito da aquisição de bens e serviços contratualizados pela extinta Agência Nacional de Compras Públicas e centralizados pela Unidade Ministerial de Compras do Ministério da Defesa Nacional. Concluiu-se também, que existirá ainda por melhorar e alicerçar com vista à obtenção de poupanças mais significativas, uma maior e estruturada centralização do processo de compras e de uma reestruturação dos órgãos competentes, no qual assenta o Sistema Nacional de Compras Públicas. Ao Exército, competirá reformular a sua estrutura aquisitiva, centralizando cada vez mais num único órgão todas as competências no âmbito das compras públicas.
Abstract The present applied investigation research paper refers to the theme of “ the ministerial unit of purchasing from the ministry of national defense: its role in connecting the former national agency of public purchasing, and the units, establishments and army members in the scope of the national purchasing system”. With this research, it was intended to study the roll of the national purchasing system of the defense ministry of national defense and its contemporary articulation with the entity of shared services of public administration and with the units, establishments and bodies of the army, determining if its action as in fact been an asset in terms of the army economy. The aim, is to to determine whether there are significant savings to the army in the scope of the acquisition of goods and services by the former national agency of public purchase and through the ministerial unit of military purchases analysies the way it is subornatied and linkied to the national system of public purchase. The methodology used in this applied investigation fully respects the stages of the investigational research, accordingly to Marie-Fabienne Fortin and the norms required by Military Academy, in which the biographical and also based as research; the inquiry, interview and questionnaires and observations, were the investigation harvest methods used. This investigation research is presented in 6 chapters: In the first, a framework takes place, aiming at a better understanding of the study. The second describes the methodology and procedures used throughout the investigation. The third analyses the national system of public purchase, whilst in chapter four we introduce the ministerial purchase units which will be studied. Chapter five presents and analyses the results. The latter chapter 6 introduces conclusions and recommendations. We concluded that there are economies of scale and good results from the centralized purchasing system but they could be larger. It was also concluded that, in order to obtain more significant savings, a larger and strengthened centralization of the purchasing process must take place. Furthermore, the structure which supports the national system of public purchase stand must be restructured and accordingly the army chould reformulate its entire structure and acquisitive policy, centralizing in just one body all the competences in the scope of public purchase.
