The AFRICOM’s creation, in 2007, revealed a closer approach of the United States towards Africa, which represented an increasing strategic importance of the African continent. Compared to its counterparts, AFRICOM presented some innovations, by including in its structure, not only militaries and civilians from the U.S. Department of Defense, but also officials from civil agencies. The AFRICOM’s posture consisted in the Principle of Active Security, which were characterized by a peace time engagement. AFRICOM’s activities consisted, essentially, in building African partners capabilities, but had also developed counter-terrorist initiatives. The African countries’ posture towards the creation of AFRICOM was, in the beginning, negative. Though, there was a positive trend over the time, with the African countries being more approachable to the AFRICOM’s iniciatives.
