O tema deste trabalho final de investigação aplicada reveste-se de elevada importância e atualidade, não apenas pela sua pertinência institucional e governamental, mas também pela necessidade de investigação científica sobre esta matéria. Assim, o nosso objeto de estudo sobre qual o enquadramento e os desafios que se colocam ao “Projeto de Investigação e de Apoio a Vítimas Específicas (IAVE).” O problema de estudo surgiu da revisão bibliográfica realizada sobre a matéria, o qual se traduziu no nosso objetivo central que se resume em “Avaliar quais os desafios para o Projeto IAVE, junto dos seus intervenientes”, sendo que a questão central que queremos analisar prende-se em saber “Quais os desafios que se colocam, ao futuro do projeto IAVE, após a conclusão das quatro fases que o compõem?”, bem como saber do impacto que o mesmo revela junto dos seus intervenientes. Este trabalho é composto em três fases, a fase conceptual, a fase metodológica e a fase empírica. Além do nosso objetivo geral, foi estabelecido um objetivo específico que pretendia “Avaliar o impacto do Projeto IAVE, junto dos destinatários”, vítimas e parceiros. Para atingirmos este objetivo houve a necessidade de levantar questões derivadas de modo a avaliar se o Projeto IAVE revela um impacto eficaz, junto dos destinatários, se demonstra ser eficiente, se revela qualidade percebida pela satisfação dos seus destinatários sobre os produtos e serviços prestados, por fim, se reúne as condições necessárias e suficientes para passar a ser considerado programa. Para dar resposta à nossa questão central e concomitantemente atingir o objetivo central, a metodologia empregue passou pela recolha de informação indireta através do método inquisitivo. O método utilizado foi o inquérito por questionário, aplicado à uma amostra de quarenta sujeitos sendo eles os chefes de seção de investigação criminal e chefes de núcleo de investigação e de apoio a vítimas específicas. A metodologia utilizada para atingir o objetivo específico foi, através dos dados obtidos, via questionário da Avaliação do Projeto IAVE (2004-2009) a uma amostra aleatória (324 vítimas e 321 parceiros) entretanto extraída da amostra inicial de 879 vítimas e 369 parceiros, em que através da aplicação de métodos multivariados fomos perceber quais os principais componentes ou fatores que explicam esses impactos e promovem as respostas às questões da investigação. Em nota conclusiva, verificamos que existem desafios que se colocam ao futuro do Projeto IAVE, apurámos através da análise dos dados que este tem um impacto eficaz, é eficiente e revela-se com qualidade junto dos seus destinatários, tendo em conta que se trata de uma qualidade percebida pelos utilizadores dos produtos e serviços prestados. Praticamente dez anos volvidos do início do projeto após a sua avaliação, junto das partes interessadas, este serviço, percecionado pelos destinatários e intervenientes, revela-se de qualidade, sendo que consideramos que deve continuar a manter-se e, desta feita, passar a programa especial.

Abstract The theme of this TIA has great importance and relevance, not only for institutional and governmental study, but also because of the need for scientific research on this subject. Thus, the theme of this work and our object of study is limited to the challenges faced by the "Research Project and Victim Support Specific (IAVE)." This study came from the literature review and preliminary interviews with relevant witnesses on the matter, which resulted in our central goal to "assess what challenges the IAVE Project, has", The central question that we want to analyze is " What challenges, the future of the project IAVE has after the completion of the four phases it is made up? ", as well as knowing the impact that it reveals with stakeholders. This work is mainly composed of three phases, the conceptual, the methodological and the field work. In addition to the main objective, we established a specific goal intended to "assess the impact of the Project IAVE, for recipients," citizens, victims and judicial authorities and others involved. To achieve this goal it was necessary to raise certain issues in order to assess whether the project IAVE has an effective impact for its recipients. If it proves to be efficient, and of quality judge by the satisfaction of its recipients for the products and services provided finally, whether it meets the conditions necessary and sufficient to pass to be considered a worthwile program. To answer our central question and to achieve the central objetive, the methodology used for the collection of information was by the indirect questioning method. The method used was a questionnaire survey, applied to a sample of forty subjects that were the Chiefs of the Criminal Investigation Section the Chiefs of the Research and Victim Support unit. The methodology used to achieve the specific objective, consisted of using the data obtained by the questionnaire “IAVE Evaluation Project” (2004-2009) addressed to a random sample (324 victims and 321 partners), in order to extract data from the initial sample of 879 victims and 369 partners, by applying a variety of methods we realized what the main components or factors were that explained these impacts and promoted the answers to the research questions. To conclude, we found that there are challenges facing the future of Project IAVE. We found through the analysis of the data that this has an effective impact. His efficiency and quality was seen by its recipients, taking into account that its quality is perceived by the users of the products and services. Almost ten years after the birth and after its evaluation of the project by the stakeholders, this service was seen by its recipients and stakeholders, to have quality, and belive that we should continue to maintain the program.
