O presente trabalho examina a política e o impacto da distribuição das transferências do governo central para os municípios, em termos de despesa e de equidade. O painel de dados abrangeu os 275 municípios portugueses continentais, no período de 1989-1995. O contributo teórico é uma clarificação da interdependência paramétrica entre despesas municipais, rendimento, esforço fiscal, variáveis socioeconómicas e transferências. O contributo empírico é dado pela estimação dos diferentes parâmetros com o painel de dados do período referido, através de modelos econométricos, nomeadamente, modelos de elasticidades constantes. Duas hipóteses fundamentais foram formuladas: 1) Como é que o governo central através de um sistema de transferências afecta a política de correcção de assimetrias, em termos de efeitos de igualização, e, 2) Qual o impacto das transferências estatais nas decisões de despesas municipais. Nos modelos de regressão foram introduzidas variáveis artificiais e uma variável tendência para se analisar a possibilidade de existência de diferenças estatisticamente significativas entre regiões ou estratos de dimensão municipal, e a eventual existência de economias de escala. Constatou-se que as transferências têm impacto nas despesas locais e que ocorre um efeito de flypaper positivo. Na análise dos efeitos de igualização, ou de correcção de assimetrias, verificou-se que as transferências têm contribuído para a redução das disparidades locais. Finalmente, neste estudo, desenvolveu-se um novo modelo quantitativo de redistribuição das transferências do Estado para os municípios.
This dissertation examines the politics and the impact of the central government's grants in terms of their distribution to local governments, in terms of local spending, and the responsiveness of local governments over the period 1989-1995 in Portugal. The stimulating effect of rising central government’s grants on local government spending when these grants were mostly increasing is well documented. This work provides both theoretical and empirical contribution to the growing body of literature on impact of the grants on local government spending. The theoretical contribution is a classification of the parametric interdependence between grants, income and fiscal effort. This paper contributes to the empirical literature by estimating local public expenditures functions using panel dataset for the 275 Portuguese municipalities spending. Two primary questions are presented: 1) How much does the central government's political power affect the distribution of grants to local governments in terms of equalization effect; 2) How do local governments spend the grants in terms of impact on expenditure. The statistical technique employed is regression analysis. The models include a trend variable to capture the time effect, and dummy variables to investigate possible differences among cross-sections. The unit of analysis is municipality. This study finds that subsidies (matching grants) appear to have impact on local expenditures, and a flypaper effect occur. In the analysis of the equalization effect, the central government’s grants appear to decrease the financial disparity among jurisdictions. Finally, this dissertation develops a quantitative model of allocation formula, that incorporates a new kind of distributive key.
