Esta pesquisa buscou caracterizar, por meio de análise documental e entrevistas, a Central de Atendimento à Mulher – Ligue 180, como um instrumento de ação pública. Desta forma, tentou compreender quais seus alcances e desafios frente a política de enfrentamento à violência contra a mulher no Brasil, e ainda, analisou as relações que se estabeleceram, tanto entre Ligue 180 e sociedade quanto ao modo como esse instrumento está articulado na estrutura de governo. Os resultados encontrados indicam que o instrumento é muito importante para dar base às políticas de enfrentamento à violência contra a mulher no país e como suporte as vítimas de violência, e se revela como articulador tanto dentro da estrutura da Secretaria de Políticas para Mulheres da qual faz parte, quanto a diferentes órgãos do governo. Apesar de articulador e aberto à participação social, encontra grandes desafios, tais como uma sociedade e Estado despreparados para lidar com o tema da violência contra a mulher, uma coordenação pequena que precisa estar em constante interação com diversas instâncias e uma divulgação equivocada do que é o serviço Ligue 180.
This research sought to characterize, through documentary analysis and interviews, the Central de Atendimento à Mulher - Ligue 180, as an instrument of public action. In this way, it attempted to understand its scope and challenges in relation to the policy of coping with violence against women in Brazil, and also analyzed the relations established between Ligue 180 and society and how this instrument is articulated in the structure of government. The results indicate that the instrument is very important to provide a basis for the policies to combat violence against women in the country and as a support to victims of violence, and is an articulator both within the structure of the Secretariat for Women's Policies Different organs of government. Although articulate and open to social participation, it encounters major challenges, such as a society and state unprepared to deal with the issue of violence against women, a small coordination that needs to be in constant interaction with several instances and a wrong disclosure of what is the Ligue 180 service.
