A soja (Glycine max L.) é a cultura que tem a maior produção em volume no Brasil, correspondendo a cerca de 57,18%, além de conferir a federação o título do segundo maior produtor mundial, a ficar atrás somente do Estados Unidos (CONAB, 2016). A destacar a oleaginosa na oferta para o mercado nacional, indústrias de óleos e farelos, assim como para a exportação contribuindo para os saldos positivos na balança comercial. A cultura tem grande importância em muitos estados em âmbito nacional, especialmente no Sul e Centro-Oeste. Não obstante, a cultura do milho (Zea Mays) é de destaque primordial para a alimentação humana e animal, a ser utilizada de diferentes formas, como farinha, óleo, farelos e outros (DUARTE et al., 2011). O Brasil se encontra em terceiro lugar no ranking de maiores produtores de milho, a ficar depois dos Estados Unidos e da China, respectivamente (CONAB, 2016). Dessa forma, é de grande valia que as políticas agrícolas, como as de preços mínimos, para tais produtos sejam sólidas e eficazes para o desenvolvimento de ambas culturas. Assim, o objetivo do presente trabalho é verificar a relação entre a Política de Garantia de Preços Mínimos (PGPM) com os custos de produção elaborados pela Conab. Para isso, se utiliza de pesquisa bibliográfica e pesquisa documental principalmente com dados obtidos junto à Conab para algumas regiões que se destacam na produção destas culturas. Foram realizadas relações com os preços mínimos fixados pelo Governo com os custos variáveis fornecidos pela Conab e averiguar se os preços fixados foram superiores aos custos. O Governo Federal tem historicamente escolhido para as Políticas Agrícolas, como a PGPM, o custo variável como base no qual estima os gastos com os produtos e serviços utilizados na lavoura através da pesquisa anual junto aos produtores (CONAB, 2016). Constatou-se nesta pesquisa, que tanto para a oleaginosa como milho, em alguns municípios, os preços mínimos não cobrem os custos variáveis.

The soy (Glycine max L.) is the culture with the largest volume production in Brazil, corresponding to about 57.18%, and give the federation the title of the world’ssecond-largest producer, only behind United States (CONAB, 2016). The emphasis on the oleaginous in the supply to the domestic market, oils and bran industries, as well as for export contributes to the positive balance of trade. This culture is very important in many states at the national level, especially in the South and Midwest. However, maize (Zea Mays) is of primary importance for human and animal feeding, and it is used in different ways such as flour, oil, bran, and others. (DUARTE et al., 2011). Brazil ranks third in the ranking of the largest corn producers, behind the United States and China respectively (CONAB, 2016). Thus, it is of great value that agricultural policies, as is minimum prices, for such products are solid and effective for the development of both cultures. Thus, the objective of this study is to verify the relationship between the Minimum Price Guarantee Policy (MPGP) and the production costs elaborated by Conab. For this, bibliographic and documentary research is used, mainly with data obtained from Conab for some regions that stand out in the production of these cultures. Relations were made between the minimum prices set by the government and the variable costs provided by Conab, and investigated if the fixed prices were higher than the costs. The Federal Government has historically chosen for agricultural policies, such as MPGP, the variable cost as the basis on which estimates the expenses on products and services used in the crop through the annual survey with producers (CONAB, 2016). It was found in this research, that for both oleaginous and maize, in some municipalities, the minimum prices do not cover variable costs.
