O Sistema Nacional Socioeducativo (SINASE) se apresenta como um sistema de garantia de direitos para adolescentes e jovens em conflito com a lei. O objetivo desse trabalho é compreender as dinâmicas e multidimensionalidades que afetam e constroem o sistema socioeducativo do Distrito Federal. Os conceitos utilizados para análise das interações foram: a perspectiva da ação pública e seus instrumentos, coordenação federativa e transversalidade. A investigação foi realizada a partir dos documentos normativos produzidos referente a constituição do sistema e dos relatórios produzidos pelas arenas de participação. Os resultados revelam que o sistema é complexo e possui interações entre os atores que o integram, contudo é possível notar nuances na garantia do desenvolvimento de projetos que produzam ações efetivas para garantia de direito do público-alvo.
The National Socio-educative System (SINASE) introduce itselfs as a system of rights guarantees to teenagers and youngers in conflict with the law. The objective of this work is to understand the dynamics and multidimensionalities that effects and construct the socio-educative system from Distrito Federal. The concepts useds to the analisys of the interactions was: the perspective of the public action and your instruments, federative coordination and transversality. The investigation was made starting from the normative documents produced about the constitution of the system and from reports poduces by the participation arenas. The results reveal that the system is complex and it has interactions between the actors that integrate it, however its possible to notice nuances in the guarantee of development projects that produces effective actions to rights guarantee of the target audience.
