This project dissertation examines the historical origins of regional inequality in Portugal, with a particular focus on the impact of royal taxation instituted following the Manueline Reform of the charters (forais) in the early sixteenth century, which remained in force until their abolition in 1832. The study aims to elucidate how fiscal institutions – most notably the Manueline charters – shaped the development of tax inequality across regions, municipalities, and taxpayers, through a case study of the provinces of Entre Douro e Minho and Trás-os-Montes. Its objective is to identify the mechanisms underpinning the persistence of fiscal disparities and the ways in which these became intertwined with economic and social inequalities over the course of more than three centuries.The methodological approach adopted is quantitative, based on historical data drawn from the Manueline charters. Average taxes paid per taxation unit, adjusted for constant prices, are analysed through the application of the Gini coefficient, generalised entropy indices, and percentile ratios. This allows for the decomposition of inequality into within-group and between-group components – representing a methodological innovation in comparison with previous studies.The findings reveal that fiscal inequality was already pronounced by 1520 and increased significantly up to 1808. The region of Entre Douro e Minho bore a heavier average tax burden than Trás-os-Montes, with the disparity widening over time. This trend was driven by a system more reliant on payments in kind, whereas in Trás-os-Montes, lump-sum and flat-rate monetary payments were more prevalent. This evidence indicates that the distribution of the tax burden was heavily influenced by local institutional practices and by the absence of technical or standardised criteria in the granting of charters. The analysis of payment distributions reveals an increasing concentration of the tax burden among the upper strata, particularly in municipalities with mixed payment systems, where the largest taxpayers progressively distanced themselves from the rest.Given the regressive nature of the tax system established by the charters, the lack of uniformity among the Manueline charters – combined with the persistence of inherited practices and institutional inertia – appears to have constituted a likely origin of a tax system misaligned with actual productive capacity, thereby contributing to the entrenchment of inequality. The concept of path dependence proves especially valuable in explaining how historically embedded institutions shaped the economic trajectories of different regions.This research contributes to the field of Portuguese economic history by empirically demonstrating how fiscal institutions of the Early Modern period shaped persistent regional inequalities. It underscores the importance of recognising the historical roots of fiscal disparities in the development of more equitable and territorially responsive public policies.

Este trabalho de projeto investiga as raízes históricas da desigualdade regional em Portugal, com foco no impacto da fiscalidade régia instituída após a Reforma Manuelina dos Forais, no início do século XVI, e vigente até à sua extinção em 1832. O estudo procura compreender de que forma as instituições fiscais – em particular os forais manuelinos – influenciaram a evolução da desigualdade tributária entre regiões, municípios e contribuintes, analisando os casos das províncias de Entre Douro e Minho e Trás-os-Montes. O objetivo é identificar os mecanismos que explicam a persistência das disparidades fiscais.A abordagem metodológica adotada é quantitativa, baseada em dados históricos extraídos das cartas de foral manuelinas. Os impostos médios pagos por unidade de tributação, a preços constantes são analisados através do coeficiente de Gini, dos índices de entropia generalizada e dos rácios entre percentis, permitindo a decomposição da desigualdade em componentes intra e intergrupos – o que constitui uma inovação face aos estudos antecedentes.Os resultados demonstram que a desigualdade fiscal era elevada em 1520 e aumentou de forma significativa até 1808. O Entre Douro e Minho tinha uma carga tributária média superior a Trás-os-Montes e a discrepância aumentou ao longo do tempo, fruto de uma tributação mais orientada para os pagamentos em espécie (que foram penalizados pela inflação), enquanto em Trás-os-Montes eram mais comuns os pagamentos em dinheiro (em modalidades lump sum ou flat tax). Esta evidência sugere que a distribuição da carga fiscal foi fortemente influenciada por práticas institucionais locais e pela ausência de critérios uniformes na atribuição dos forais. A análise da distribuição dos pagamentos evidencia uma concentração crescente da carga fiscal no grupo dos maiores contribuintes, particularmente nos municípios com pagamentos em espécie, onde os maiores contribuintes se distanciaram progressivamente dos restantes. Dado a natureza regressiva de tributação foraleira, tudo indica que a ausência de uniformização destes documentos, aliada à persistência de práticas herdadas e à falta de atualização institucional, foi a origem provável de um sistema de tributação desajustado face à capacidade produtiva real, favorecendo a perpetuação de desigualdades. O conceito de path dependence mostra-se particularmente útil para compreender como instituições historicamente consolidadas condicionaram a trajetória económica das regiões.Esta investigação contribui para a historiografia económica portuguesa ao demonstrar, com base empírica, como as instituições fiscais da Época Moderna moldaram desigualdades duradouras. Sublinha-se, assim, a importância de reconhecer as raízes históricas das disparidades fiscais na formulação de políticas públicas mais equitativas e territorialmente sensíveis.
