This thesis analyzed the formation, operation, and transformation of a Luso-Brazilian eugenic network between 1918 and 1949, investigating how scientific discourses, institutional practices, and epistolary circuits articulated projects of population classification, reproductive governance, and racial hierarchization in Portugal and Brazil. The study sought to demonstrate that these connections were not limited to the circulation of ideas but rather constituted a durable relational system responsible for producing scientific authority, modulating degrees of public acceptability, and sustaining the continuity of racialist frameworks through a series of semantic reconfigurations. The research, transnational in scope, combined microhistory, discourse analysis, and the serial reconstruction of a diverse documentary corpus—including correspondence, reports, periodicals, institutional invitations, and bureaucratic materials—treating these documents as situated acts that generated prestige and ordered hierarchies. The analysis proceeded through documentary triangulation, chronological control, and systematic attention to silences and epistolary interruptions. The findings demonstrated the concrete existence of a network structured around central figures such as Renato Kehl and António Mendes Correia and revealed how editorial rituals, exchanges of credentials, and associational seals functioned as technologies of legitimation, a phenomenon conceptualized here as the “biopolitics of prestige.” It is therefore argued that the alleged mildness of Latin eugenics stemmed less from doctrinal differences than from strategies of circulation and political accommodation. The thesis concluded that in the post–Second World War period, these networks did not disappear abruptly but were progressively reconfigured through new scientific languages and regimes of legitimacy, displacing racial vocabularies without dismantling their classificatory structures.

Esta tese analisou a constituição, o funcionamento e a transformação de uma rede luso-brasileira de eugenia entre 1918 e 1949, investigando como discursos científicos, práticas institucionais e circuitos epistolares articularam projetos de classificação populacional, gestão reprodutiva e hierarquização racial em Portugal e no Brasil. O estudo teve como objetivo demonstrar que tais conexões não se limitaram à circulação de ideias, mas configuraram um sistema relacional durável, responsável por produzir autoridade científica, modular graus de aceitabilidade pública e sustentar a continuidade do racialismo por meio de sucessivas reconfigurações semânticas. A pesquisa, de caráter transnacional, combinou a micro-história, a análise do discurso e a reconstrução seriada de um corpus documental diverso (correspondências, relatórios, periódicos, convites institucionais e material burocrático), tratando esses documentos como atos situados geradores de prestígio e ordenadores de hierarquias. A análise procedeu por triangulação documental, controle cronológico e leitura sistemática de silêncios e interrupções epistolares. Os resultados comprovam a existência efetiva de uma rede estruturada em torno de figuras centrais, como Renato Kehl e António Mendes Correia, e revelam como rituais editoriais, trocas de credenciais e selos associativos operaram como tecnologias de legitimação, fenômeno conceituado como “biopolítica do prestígio”. Argumenta-se, assim, que a alegada brandura das eugenias latinas resulta menos de diferenças doutrinárias do que de estratégias de circulação e acomodação política. Concluiu-se que, no pós-Segunda Guerra, essas redes não se extinguiram abruptamente, mas foram progressivamente reconfiguradas por novas linguagens científicas e regimes de legitimidade, deslocando o léxico racial sem desmontar suas estruturas classificatórias.
