This research made possible the analyzes of the articulation of biodiversity, innovation and biotechnology in Brazil, and its specificities in the States of Amazonas, Par?? and Tocantins. Initially, this study considered the existing relation among biodiversity, innovation and biotechnology in view of the importance of the themes in the XXI Century. So then, present the existing normative instruments in Brazil that discipline the biodiversity, innovation and biotechnology, in other words, the National Biodiversity Policy (Decree number 4.339/2002), The Innovation Policy (Law number 13.243/2016) and the Biotechnology Development Policy (Decree number 6.041/2007) for being base conductors to the state management. It is Case study, so the institutional political scenario in the States of Amazonas, Par?? and Tocantins was analyzed focused on the current administrative management structure and on the regulation of the themes in these states. This comprehension is relevant, since the agreement offered by the state manager to biodiversity, innovation and biotechnology assists in the formation and structuring process of programs and projects that are able to promote the R&D (Research and Development) and consolidate the CT & I (Science, technology and innovation) system in the state. Then, it raises the amount of Stricto Sensu postgraduate programs existing in the North region, with emphasis on the three states that are objects of the research. And it also examines certified and not updated research groups registered in the research groups Directory in Brazil ??? Lattes CNPq, in order to verify the existing conjuncture in the three states to develop research. Facing the analyzed data, it is concluded that the institutional articulation among the biodiversity, innovation and biotechnology policies in the three states still needs adjustments. Despite the federal regulation for the themes have more than a decade, and the recognition of the triad relevance as one of the country???s development propellants, there is still a gap in the states - object of this research.
Esta pesquisa possibilitou analisar a articula????o das pol??ticas de Biodiversidade, Inova????o e Biotecnologia no Brasil, e suas especificidades nos Estados do Amazonas, Par?? e Tocantins. Neste estudo, inicialmente, considerou-se a rela????o existente entre a biodiversidade, inova????o e biotecnologia ante a import??ncia das tem??ticas no S??culo XXI. Para ent??o, apresentar os instrumentos normativos vigentes no Brasil que disciplinam a biodiversidade, inova????o e biotecnologia, ou seja, a Pol??tica Nacional de Biodiversidade (Dec. n??4.339/2002), a Pol??tica de Inova????o (Lei n??. 13.243/2016) e a Pol??tica de Desenvolvimento da Biotecnologia (Dec. n??6.041/2007) por serem essas fios condutores basilares ?? gest??o estadual. Trata-se de Estudo de Caso, assim o cen??rio pol??tico institucional nos Estados do Amazonas, Par?? e Tocantins com foco na estrutura da gest??o administrativa atual e na normatiza????o das tem??ticas nos referidos estados foi analisado. Relevante se faz essa compreens??o, uma vez que, a tratativa ofertada pelo gestor estadual ?? biodiversidade, inova????o e biotecnologia auxilia no processo de forma????o e estrutura????o de programas e projetos que sejam capazes de promover a P&D e consolidar no estado o sistema de CT&I. Em seguida, levanta o quantitativo de programas de p??s-gradua????o Stricto sensu existentes na Regi??o Norte, com ??nfase nos tr??s estados objetos da pesquisa. Bem como, examina grupos de pesquisa certificados e n??o atualizados cadastrados no Diret??rio de Grupos de Pesquisa no Brasil ??? Lattes CNPq, com o objetivo de verificar a conjuntura existente nos tr??s estados para desenvolvimento de pesquisa. Conclui-se, frente aos dados analisados que a articula????o institucional entre a pol??tica de biodiversidade, inova????o e biotecnologia nos tr??s estados ainda necessita de adequa????es. Em que pese a normatiza????o federal ??s tem??ticas ter mais de uma d??cada, e do reconhecimento da relev??ncia da tr??ade como um dos propulsores do desenvolvimento do Pa??s persiste, ainda, uma lacuna nos estados objeto desta pesquisa.
