The objective of this study is to present the steps of building prospective scenarios of the Office of Projects of the Presidency (EPP) of the Oswaldo Cruz Foundation (Fiocruz), which is the support unit for negotiation, contracting and execution of projects aligned to the cooperative strategy of the institution and SUS principles. As an experience report, we sought to systematize the processes of construction of the scenarios based on the objective, methodology adopted, considering the analysis of the current context, stages for elaboration of the scenarios with the involvement of the specialists and analysis of the actors. The results found were the dissemination of future thinking to the participants, especially the political and institutional context, the construction of the four scenarios to assist the future long-term planning of the EPP in order to obtain better management of resources and risks. The main identified challenge was to introduce long-term planning methodologies and to help in the discussion of the strategy of action. It was recommended, in response to these new organizational demands, the construction of planning with ten-year roadmap with the objective of responding in an agile and intelligent way to organizational needs.

O objetivo deste estudo é apresentar as etapas de construção de cenários prospetivos do Escritório de Projetos da Presidência (EPP) da Fundação Oswaldo Cruz (Fiocruz), que é a unidade de apoio à negociação, à contratualização e à execução de projetos alinhados à estratégia cooperativa da instituição e aos princípios do SUS. Como relato de experiência, buscou-se sistematizar o processo de construção dos cenários com base no objetivo, metodologia adotada, considerando a análise do contexto atual, a elaboração dos cenários com o envolvimento dos especialistas e análise dos atores. Os resultados encontrados foram a disseminação do pensamento de futuro aos participantes, sobretudo, o contexto político e institucional, a construção dos quatro cenários para auxiliar o futuro planejamento de longo prazo do EPP de forma a obter uma melhor gestão de recursos e dos riscos. O principal desafio identificado foi o de introduzir metodologias de planejamento a longo prazo além de ajudar na discussão da estratégia de atuação. Recomendou-se que, em resposta a essas novas demandas organizacionais, se iniciasse a construção de planejamento com roadmap para dez anos visando responder de maneira ágil e inteligente às necessidades organizacionais.
