The use of the information and communication technologies has intensified in the public sector over the past decades. However there is few information about the decision process for defining technological investments in the public sector. This research was conducted to identify the main informational sources that affect the decision-making technology investments in the public sector. The bounded rationality model was chosen as theoretical decision-making model. The research was based on a qualitative approach, as constituting an exploratory and field research, supported by bibliographic research and interview. The results of the bibliographic research and interview as well as presuppositions of the bounded rationality model enabled the identification of four groups of independent variables: (i) accounting information, (ii) legal information, (iii) operational information, and (iv) other information considered by the decision maker. Concerning to the model-dependent variable, the utility level of the decision maker was used. The main limitation of this research is related to the use of a single technology: Siafi.Key-Words: Technological investment, Decision-making Model, Bounded rationality, Siafi.

O uso de tecnologias de informação e comunicação tem se intensificado no setor público, ao longo destas últimas décadas. Entretanto há poucas informações sobre o processo decisório para a definição de investimentos em tecnologia no setor público. Esta pesquisa se propõe a identificar as principais fontes informacionais que afetam o processo decisório de investimentos em tecnologia no setor público. Foi escolhido como modelo decisório teórico, o de racionalidade limitada. A pesquisa foi baseada em uma abordagem qualitativa, constituindo-se em uma pesquisa exploratória e de campo, apoiada nos procedimentos de pesquisa bibliográfica e de entrevista. Os resultados da pesquisa bibliográfica e da entrevista e os pressupostos do modelo de racionalidade limitada propiciaram a identificação de quatro grupos de variáveis independentes: (i) informações contábeis; (ii) informações jurídicas; (iii) informações operacionais; e (iv) outras informações consideradas pelo decisor. Em relação à variável dependente do modelo foi utilizado o nível de utilidade do tomador de decisão. A principal limitação desta pesquisa está relacionada com a utilização de única tecnologia: o Siafi.
