The significance of territory in health policy has been approached from different disciplinary fields without developing a conceptual body of work to register the complexity of the problems that exist at that critical juncture. This paper proposes to investigate the contribution that can be provided by a territorial approach to research and the practice of managers in primary health care, to throw light on the mutually conditioning relationship that exists in the two domains. This is a concept-based study that establishes links between the contributions from research on primary health care, the concepts provided by geography, and policy analysis. This approximation reveals two standpoints from which policies can be analysed: on the one hand the concept of care as a stage in a correlation involving differing notions of territory, and on the other, recognition of the fact that at the moment of implementation in the territory a process of institutional recreation at local level occurs where differing regulatory logic is put into play and negotiated.

A importância do território na política de saúde tem sido abordada a partir de diferentes campos disciplinares, sem o desenvolvimento de um corpus conceitual para registrar a complexidade dos problemas que estão nessa encruzilhada. Este trabalho tem como objetivo investigar a contribuição que pode ser fornecida por uma abordagem territorial para a investigação e para a prática dos gestores em cuidados de saúde primários, para esclarecer a relação de condicionamento que existe entre os dois domínios. Esta é una pesquisa conceitual que estabelece ligações entre as contribuições da pesquisa sobre os cuidados de saúde primários, os conceitos fornecidos pela geografia e análise de política. Esta aproximação revela dois pontos de vista a partir do qual as políticas podem ser analisadas: por um lado, conceber a atenção como um ponto em uma trama que envolve diferentes noções de território, e, por outro, reconhecer que no momento de implementação no território tem lugar um processo de recriação institucional onde diferentes lógicas de regulação são negociadas.
