Description
The National Health Service (SNS) was 22 years old in September 2001. The intention of the founders of the SNS to create a universal, general and free health service, thus exercising the right to protect the public's health, has only partially been achieved. The SNS has been universal since 1978 and became general in 1984 but it has never been free, nor has it ever moved in that direction. This article reviews the legislative evolution of this system. By analysing the budget provisions between 1995 and 2001, the article attempts to outline the public policy model that has governed the sector.

O Serviço Nacional de Saúde fez 22 anos em Setembro de 2001. A intenção dos constituintes de 1976 de criarem um SNS universal, geral e gratuito, para que fosse exercido o direito à protecção da saúde, foi apenas parcialmente realizada. O SNS foi universal desde 1978, passou a geral em 1984, mas nunca foi gratuito, nem sequer tendencialmente. Este artigo passa em revista a evolução legislativa deste sistema. Utilizando a análise das dotações orçamentais entre 1995 e 2001, o artigo procura desenhar o modelo de políticas públicas que tem comandado o sector.
