Paridade no Poder Local em Portugal: Composição por Género das Câmaras Municipais (2009-2025)

Ao longo dos séculos XX e XXI, a desigualdade de género afirmou-se como um dos maiores desafios das democracias. Apesar dos progressos alcançados, a desigualdade mantém-se, sobretudo no âmbito político, sendo particularmente visível no poder local. Em Portugal, esta preocupação conduziu à aprovação da Lei da Paridade, que consagrou uma representação mínima de 40% de cada sexo na composição das listas eleitorais, para eleição dos órgãos colegiais do poder político. Contudo, este enquadramento legal não garante, por si só, uma efetiva representação equilibrada. Neste contexto, este artigo analisa a representatividade, por género, nas 308 câmaras municipais portuguesas, em quatro atos eleitorais (2009, 2013, 2017 e 2021), pretendendo traçar a evolução da participação das mulheres no órgão, entre 2009 e 2025 e, assim, avaliar a eficácia do instrumento legal de paridade vigente. Os resultados revelam progressos que, todavia, se reputam limitados: entre o mandato iniciado em 2009 e o que terminou em 2025, verificou-se uma variação positiva de apenas 7,39 pontos percentuais, elevando a representação das mulheres de 25,89% para 33,28%, o que permite concluir que, apesar do mecanismo legal de paridade vigente, a representação das mulheres no poder local permanece aquém do limiar mínimo de paridade de 40%, nele estipulado.

Throughout the twentieth and twenty-first gender inequality has emerged as one of the greatest challenges facing democracies. Despite some progress, inequality persists in the political sphere, being particularly evident at the local level. In Portugal, this concern led to the approval of the Parity Law, which imposed a minimum representation of 40% of each sex on electoral lists for the election of representative collegiate political bodies. However, this legal framework does not guarantee effective balanced representation. Within this context, this article analyses the gender representation of elected officials in the 308 Portuguese municipal councils over four electoral cycles (2009, 2013, 2017 and 2021), with the aim of tracing the evolution of women's participation in the municipalities' executive collegiate bodies and, thereby, assessing the actual effectiveness of the current legal parity regime. The results reveal progress, albeit limited: between the term that began in 2009 and the one that ended in 2025, there was a positive change of only 7.39 percentage points, raising women's representation from 25.89% to 33.28%. This leads to the conclusion that, despite the current legal parity mechanism, women's representation remains below the minimum parity threshold of 40% stipulated therein.
