In Hungary after the statization of the economy and the consolidation of a new power at the end of the forties, the organs of the workers' control appeared immediately after the war would be considered «historically surpassed» and eliminated, though during their ephemeral existence they did essentially to nothing but to put into practice the instructions given by the Communist Party direction. Taking the interpretation of those facts for a starting-point, the author describes the formation and evolution of the Hungarian system of economic management from the end of the war up to our days, examining the contradictions of that system attentively and following the evolution of the workers' social condition in working places. One underlines the circumstances that led to the reform of the «economic mechanism» in 1968 and those that, later, determined the braking of the processes launched by it. After several reflections upon the social conflicts in working places and the different ideological images that were and are made after them in Hungary, the author tries to trace out, in the field of power and economic interest, the place occupied by the working classes, describing namely the functioning of «democratic forms» in enterprises (union, «production assembly»). The forms of «negative» behaviour by the workers are presented in connection with the characteristics of the economic management system and the low gradre of institutionalization of interest conflicts. The author draws, at the end, some comments on the problems of the current campaign of democratization and its ideology.

Na Hungria, com a estatização da economia e a consolidação dum novo poder no final dos anos 40, os órgãos de «controlo operário», surgidos imediatamente após a guerra, viriam a ser considerados «historicamente ultrapassados» e eliminados, embora durante a sua efémera existência se tivessem limitado, essencialmente, a executar as directivas da direcção do Partido Comunista. Partindo duma interpretação desses factos, o autor descreve a formação e evolução do sistema húngaro de gestão económica, do após-guerra até aos nossos dias, detendo-se no exame das contradições desse sistema e acompanhando o evoluir da situação social dos trabalhadores nos locais de trabalho. São postas em relevo as circunstâncias que levaram à reforma do «mecanismo económico» em 1968 e às que determinaram, posteriormente, uma travagem dos processos por ela lançados. Depois de algumas considerações sobre os conflitos sociais nos locais de trabalho e as diferentes imagens ideológicas que deles se produziram e produzem na Hungria, o autor procura demarcar, no terreno dos poderes e interesses económicos, a posição ocupada pelas classes trabalhadoras, descrevendo nomeadamente o funcionamento das «formas democráticas» nas empresas (sindicato, «assembleia de produção»). Os comportamentos «negativos» dos trabalhadores são expostos em conexão com as características do sistema de gestão económica e o baixo grau de institucionalização dos conflitos de interesses. O autor tece, finalmente, alguns comentários sobre os problemas da actual campanha de democratização e sua ideologia.
