The present study treats of the analysis of like the social workers of CEHAP and PMJP they understand and they execute the process of evaluation of habitational social projects. It is a research that privileges a quanti-qualitative dimension, while methodological procedure of analysis. The collection of data was accomplished through the interview techniques and, that was guided by an interview route previously structured, besides the observation assistemática. It is approached relative subjects to the home as human need, I dream and merchandise. I was discussed the development of the Habitational Politics in Brazil and in Paraíba, as well as the insert of the Social Service in the planning and execution of social projects in the sphere of the urban politics and, finally, the evaluation of habitational social projects. The analysis of the research reinforces and it proves the hypothesis, that was centered in the implementação of the residual evaluation, concerned in confronting the results merely by analysis of quantitative data, without happening any feedback form to the social project, being limited to the accomplishment of the procedures of formal and informal registration, of evaluation meetings, with application of semi-structured questionnaires, aiming at the collection of quantitative and qualitative data, with emission of monthly accompaniment reports. However, every east arcabouço was limited to the plan of the analysis of the professional category, forgetting about your largest effect, the one of the public managers' feedback political decisions.

O presente estudo trata da análise de como os assistentes sociais da CEHAP e PMJP compreendem e executam o processo de avaliação de projetos sociais habitacionais. Trata-se de uma pesquisa que privilegia uma dimensão quanti-qualitativa, enquanto procedimento metodológico de análise.A coleta de dados foi realizada através das técnicas de entrevista e, que foi orientada por um roteiro de entrevista previamente estruturado, além da observação assistemática. Aborda-se questões relativas à moradia como necessidade humana, sonho e mercadoria. Discuti-se o desenvolvimento da Política Habitacional no Brasil e na Paraíba, assim como a inserção do Serviço Social no planejamento e execução de projetos sociais na esfera da política urbana e, por fim, a avaliação de projetos sociais habitacionais. A análise da pesquisa reforça e comprova a hipótese, que centrou-se na implementação da avaliação residual, preocupada em aferir os resultados mediante análise meramente de dados quantitativos, sem ocorrer nenhuma forma de retroalimentação ao projeto social, limitando-se à realização dos procedimentos de registro formal e informal, de reuniões de avaliação, com aplicação de questionários semi-estruturados, objetivando a coleta de dados quantitativos e qualitativos, com emissão de relatórios de acompanhamento mensais. No entanto, todo este arcabouço foi limitado ao plano da análise da categoria profissional, esquecendo-se do seu maior efeito, o de retroalimentar decisões políticas dos gestores públicos.
