Este estudo tem por objetivo discutir o modelo de Estado adotado pelo governo de José Ivo Sartori e seus efeitos sobre a comunicação pública no Estado do Rio Grande do Sul, analisando as medidas político-econômicas por ele adotadas que levaram a proposição e a aprovação do Projeto de Lei (PL 246/2016) que extinguiu, dentre outras, a Fundação Piratini, mantenedora da TVE-RS e da FM Cultura. Descreveremos, partindo de uma análise documental de fontes primárias e secundárias, a proposição por parte do Executivo e a votação e aprovação por parte do Legislativo do PL que permitiu a extinção de empresas e fundações públicas do RS. Correlacionamos fontes diversas como matérias jornalísticas, entrevistas radiofônicas, artigos de opinião, publicações institucionais e da assessoria de comunicação do Governo do Estado, anais de votação da AL-RS e o próprio texto do PL, bem como entrevistas realizadas com atores presentes no processo exclusivamente para esta pesquisa possibilitando a reconstrução narrativa do processo investigado. Analisaremos sob a luz do constructo teórico de Norbert Elias e Pierre Bourdieu, como o arranjo político naquela configuração específica possibilitou o êxito de um projeto político de reestruturação do modelo de Estado, proposto e implementado em parte por aquela gestão por meio de um Plano de Modernização das atividades e dos campos de atuação da máquina pública. Também investigaremos como a extinção da Fundação Piratini modificou a comunicação pública gaúcha, e o modelo de emissora de televisão pública ao qual a TVE-RS em sua gênese se propunha a seguir, tendo um órgão da administração pública indireta como seu ente responsável, gerando incertezas sobre a continuidade das operações da emissora sob este modelo, visto que a responsabilidade de suas operações foi transferida à Secom-RS e esta secretaria responde diretamente ao Poder Executivo. Ao fim, a extinção da Fundação Piratini originou um cenário oposto ao que propõe o ideal de televisão pública, de independência da influência política de governos de ocasião.

This study aims to discuss the State model adopted by the government of José Ivo Sartori and its effects on public communication in the State of Rio Grande do Sul, analyzing the political and economic measures adopted by him that led to the proposal and approval of the bill (PL 246/2016) that extinguished, among others, the Fundação Piratini, legal responsible for TVE-RS and FM Cultura. We will describe, starting from a documentary analysis of primary and secondary sources, the proposal by the Executive and the vote and approval by the Legislative of the bill that allowed the extinction of companies and public foundations of RS. We correlate diverse sources such as journalistic articles, radio interviews, opinion articles, institutional publications and from the State Government's press office, voting records of Legislative and the texto f the project itself, with interviews with actors present in the process exclusively for this research for the narrative reconstruction of the investigated process. We will analyze in the light of the theoretical construct of Norbert Elias and Pierre Bourdieu, how the political arrangement in that specific configuration made possible the success of a political project to restructure the State model, proposed and implemented in part by that management through a Modernization Plan the activities and action area of the public sector. We will also investigate how the extinction of the Fundação Piratini changed public communication in Rio Grande do Sul, and the model of public television broadcaster that TVE-RS originally proposed to follow, with an indirect public administration body as its responsible entity, generating uncertainties on the continuity of the issuer's operations under this model, since the responsibility for its operations was transferred to Secom-RS and this governament secretary reports directly to the Executive Branch. Consequently, the extinction of the Fundação Piratini created a conjuncture opposite to that proposed by the ideal of public television, independent of the political influence of governments at the time.
