A efetividade das matérias legislativas propostas a partir da casa de leis depende de fatores chaves, ao mesmo tempo determinantes e necessários para uma resposta à altura das necessidades da população, fato que se torna mais complexo diante da “cultura política nacional”. O objetivo deste trabalho de pesquisa é analisar o Processo Legislativo Municipal no que diz respeito à tramitação e a efetivação das proposituras parlamentares do Poder Legislativo Municipal da cidade de Araguaína – TO, apontando a rotina processual na área parlamentar da Câmara Municipal, identificando como elas foram construídas e como essas propostas podem ser efetivadas de forma positiva ou negativamente e avaliar indicadores de produtividade da produção parlamentar.

The effectiveness of legislative matters proposed from the house of laws depends on key factors that are determinant and necessary for a response to the needs of the population, a fact that becomes more complex in the face of the "national political culture". The objective of this research work is to analyze the Municipal Legislative Process regarding the processing and execution of the parliamentary proposals of the Municipal Legislative Power of the city of Araguaína - TO, pointing out the procedural routine in the parliamentary area of the City Hall, identifying how they were and how these proposals can be carried out positively or negatively and evaluate productivity indicators of parliamentary production.
