In this chapter we analyze the evolution of the portuguese health system (PHP) from the assumption that its strategic nature, integrating observation mechanisms in health, is increasingly closer of the international approaches to performance evaluation. So, we observed two phenomena that have received little attention from scholars and governments: the strategic management of the PHS, on the one hand, and the assessment of its performance on the other. Describing the evolution of the PHS, and in particular its National Health Service (NHS), we seek a closer connection between this reflection and the planning cycle in progress, based on a set of aspects that we consider relevant for the operationalization of an evaluation model for the next national Health Plan (NHP).
