O presente trabalho analisa a estruturação das opções feitas no campo da tributação em nossa comunidade política, debruçando-se sobre os resultados de tais escolhas na distribuição do ônus tributário entre os diversos estratos de nossa pirâmide social. Assim, a partir do conceito de matriz tributária, será abordada a evolução histórica deste fenômeno em nossa sociedade e como ele se conecta à nossa realidade econômica, social e política, resultando em uma estrutura impositiva regressiva que contribui para o aprofundamento das desigualdades existentes em nosso país. Para tanto, a regressividade de nossa matriz será abordada sob uma dupla perspectiva, tanto sob uma ótica econômica, quanto sob um viés cognitivo. O objetivo dessa dupla abordagem é demonstrar que a tributação no Brasil, além de onerar proporcionalmente mais quem menos tem, o faz de maneira anestesiante, negando cidadania fiscal para essa parcela da população que mais é chamada a contribuir.
This research aims at analyzing the options made to structure the tax policies in our political community, focusing on the results originated from such choices in the distribution of tax charge between the diverse social classes of the pyramid scheme. Therefore, from the concept of tax matrix, this work will investigate the historical evolution of this phenomenon in our society and how it can be connected to our economic, social and political reality – resulting in an authoritative and regressive structure that helps increase inequality in our country. Our regressive taxation will be approached from a double perspective, firstly from an economic perspective and, secondly, from a cognitive one. The objective of this double approach is to demonstrate that taxation in Brazil, besides charging more onerously those who have less money, also does it in an anaesthetizing manner, which denies fiscal citizenship to this people, who are more often called to contribute.
