Management of wind farms at the end of their lifetime

The growth of the energy sector in Portugal is currently facing one of the biggest challenges for sustainability, the aging of wind farms. With much of the installed capacity reaching the end of its life, the owners of the parks are forced to make a decision. The present research analyzes the management strategies of end-of-life, life extension, repowering and decommissioning. The study adopted a qualitative and quantitative methodology to characterize and compare the end-of-life strategies of wind assets. The qualitative component included an in-depth review of the legal framework and semi-structured interviews with four experts from leading companies (manufacturers and developers). These revealed a consensus on the technical feasibility of life extension but identified complex licensing and waste management of blades as the main obstacles to the sector. Quantitatively, a technical-economic analysis model was developed based on the calculation of profitability indicators, such as the Net Present Value (NPV), the Internal Rate of Return (IRR), allowing to correlate the expected energy production with the cash flows of each scenario. The validation of the proposed methodology was carried out through its application to two real case studies, integrating a technical site assessment with detailed economic modeling. In case A study, economically, although Repowering presented a higher Net Present Value (NPV of 7.37 M€), Life Extension stood out as the most attractive strategy in the short term, offering an NPV of 6.18 M€ with an Internal Rate of Return (IRR) of 340% and a payback period of only 1 year. Conversely, Case Study B, Repowering was identified as the ideal solution, with an NPV of 64.6 M€ and an IRR of 10%, ensuring the continuity of energy generation with modern technology. The results of the study demonstrate that there is no generalized ideal solution, and that each situation must be analyzed individually. It is concluded that, although repowering offers better efficiency and greater energy capture capacity, the high associated cost and bureaucratic obstacles make the life extension option more viable in the short term. Thus, there is an urgent need for review in the licensing and decision-making processes.

O crescimento do setor energético em Portugal enfrenta nos dias de hoje um dos maiores desafios para a sustentabilidade, o envelhecimento dos parques eólicos. Com grande parte da capacidade instalada a chegar ao fim de vida, os donos dos parques vêm-se obrigados a tomar uma decisão. A presente investigação analisa as estratégias de gestão de fim de vida, extensão de vida útil, repowering e desmantelamento. O estudo adotou uma metodologia qualitativa e quantitativa, para caracterizar e comparar as estratégias de fim de vida de ativos eólicos. A componente qualitativa incluiu uma revisão aprofundada do enquadramento legal e a realização de entrevistas semiestruturadas a quatro especialistas de empresas líderes (fabricantes e promotores). Estas revelaram um consenso sobre a viabilidade técnica da extensão de vida, mas identificaram o licenciamento complexo e a gestão de resíduos das pás como os principais entraves ao setor. Quantitativamente, foi desenvolvido um modelo de análise técnico-económica baseado no cálculo de indicadores de rentabilidade, como o Valor Atual Líquido (VAL), a Taxa Interna de Rentabilidade (TIR), permitindo correlacionar a produção energética expectável com os fluxos de caixa de cada cenário. A validação da metodologia proposta foi efetuada através da sua aplicação a dois casos de estudo reais, integrando uma avaliação de site assessment técnica com uma modelação económica detalhada. No caso de estudo A, economicamente, embora o repowering tenha apresentado um Valor Atual Líquido superior (VAL de 7,37 M€), a Extensão de Vida destacou-se como a estratégia mais atrativa a curto prazo, oferecendo um VAL de 6,18 M€ com uma Taxa Interna de Rentabilidade (TIR) de 340% e um período de retorno de apenas 1 ano. Inversamente, o Caso de Estudo B, o repowering foi identificado como a solução ideal, apresentando um VAL de 64,6M€ e uma TIR de 10%, assegurando a continuidade da geração de energia com tecnologia moderna. Os resultados do estudo demonstram que não há uma solução ideal generalizada, e que cada situação deve ser analisada de forma individual. Conclui-se que, apesar do repowering oferecer melhor eficiência e maior capacidade de captação de energia, o elevado custo associado e entraves burocráticos tornam a opção de extensão de vida mais viável a curto prazo. Surge assim, uma necessidade urgente de revisão nos processos de licenciamento e tomada de decisão.
