Description

This thesis aims to analyze the development and implementation of Racial Affirmative Action (RAA) at the University of Brasília and, subsequently, the Social Quota Policy, as well as how academic agents positioned themselves throughout this process. Grounded in a Case Study approach, the analysis sought to interpret the regulatory logics and processes undertaken in the contexts of the implementation and development of Racial Affirmative Action. Throughout the study, we mobilized a theoretical framework on ethnic-racial relations (Almeida, 2021; Gomes, 2006; Santos, 2015; Vieira, 2016), Brazilian Higher Education (Chauí, 2001; Costa, 1996; Lima et al., 2008), constructs related to Public Policy (Muller, 2018; Secchi, 2020, 2022), Social Justice (Fraser, 2002, 2013; Piovesan, 2008), and Regulation (Ball, 2004; Barroso, 2005, 2018; Reynaud, 1997, 1999). The methodology employed included Documentary Analysis of the minutes of meetings of the Teaching, Research and Extension Council (CEPE), as well as data collection through interviews with academic agents, which were subsequently analyzed using Content Analysis. The results indicate that Racial Affirmative Action developed through the logic of action of academic, political, and social agents, Black movements, and activists, even amid moments of crisis or conflict. Thus, the production of Situational, Active, and Autonomous Regulation, guided by a transformative and anti-racist logic, prevailed over bureaucratic-professional regulation and the conservatism present in the processes of Institutional, Normative, and Control Regulation. We also found that the articulation undertaken by these agents in relation to National Regulation was responsible for reshaping heteroidentification committees—complementary to self-declaration— contributing to the fulfillment of the objectives of both policies: autonomous Racial Affirmative Action and the Social Quota Law. The study made it possible to highlight the gaps and constraints related to the development of Racial Affirmative Action and the Quota Policy within the university context, demonstrating that the issue is not yet instability and that the organizational and social process remains unfinished.
