Description
This exploratory study aims to identify and characterize the companies that, between 2020 and 2023, simultaneously benefited from Investment Tax Benefits (ITB) and European funds, namely through the Recovery and Resilience Plan (RRP) and Portugal 2020. The objective is to understand the profile of these companies and to identify patterns in their characteristics and sectors of activity. The results show that around 30% of the companies that benefited from ITB between 2020 and 2023 implemented, between 2014 and 2023, at least one project financed by European funds. Most of these companies are geographically concentrated in the North and Center regions of Portugal, with a strong presence in the manufacturing sector, both in number of projects and in volume of funding received. These findings contribute to the academic and policy debate on public investment support by providing empirical evidence on the profile of organizations that simultaneously benefit from fiscal and financial incentives. The results also provide insights that may support future reflections on the suitability of support instruments and the efficient allocation of public resources.
