Este trabalho objetivou pesquisar a forma como ocorre a participação popular nas decisões relativas ao planejamento urbano no Município de Bagé-RS, principalmente na elaboração do Plano Diretor de Desenvolvimento Urbano e Ambiental – PDDUA e na regulamentação do Plano Local de Habitação de Interesse Social – PLHIS, através de uma análise dos materiais disponíveis nas secretarias municipais e trabalho de campo. Traçou-se uma retrospectiva dos processos de planejamento desde os princípios do urbanismo, buscando conceitos do pré-urbanismo, urbanismo, planos diretores pré-constitucionais e a influência da inclusão do capítulo da política urbana na Constituição Federal.

This work aims to research the way which popular participation occurs on the decisions related to the urban planning in the city of Bagé-RS, focusing on the elaboration of the development plan (PDDUA) and on the ordinance of the local plan of habitation and social interest (PLHIS), by using a series of analysis of the available material on the city hall, and knowledge acquired through field work. A retrospective of the planning processes ever since the birth of urbanism was made, searching for the concepts of pre-urbanism, urbanism, pre-constitutional development plans and the influence of the urban politics chapter on the federal constitution.
