Os Planos de Trabalho Garantido como fórmula contra o desemprego e a inatividade : o caso do Plan Jefes y Jefas de Hogares Desocupados (2002-2008) na Argentina
| Resumo: | Job Guarantee Plans are a policy solution that allows the State to fight against unemployment and inactivity while giving prominence to the local economy. In this dissertation, we seek to justify their use as a tool aimed at achieving full employment and at breaking with the orthodox dogma and its focus on balanced budgets. After a discussion of the theoretical underpinnings of Job Guarantee schemes, including their relation to Functional Finance and Modern Monetary Theory, we explore the achievements and limitations of a partial Job Guarantee Plan implemented in Argentina between the 2001 Crisis and 2008: the Plan Jefes y Jefas de Hogares Desocupados (PJyJdHD). We find that the PJyJdHD was generally aligned with the theoretical principles of an Employment-of-last-resort scheme, but ultimately proved insufficient due to the low wage that was offered, the low number of beneficiaries, its limitation to one person per household and the fact that it was terminated after a few years. |
