Associativismo e cooperativismo agrário em Trás-os-Montes e Alto-Douro
| Resumo: | O presente artigo é uma síntese reflexiva sobre os resultados de uma pesquisa , para a obtenção do grau de doutor, cujo objectivo central era traçar um retrato emancipador do associativismo e cooperativismo agrário em Trás-os-Montes e Alto-Douro (TMAD), região do Interior Norte de Portugal, durante o processo de modernização da agricultura portuguesa, no âmbito da adesão de Portugal à União Europeia (UE) e à Política Agrícola Comum (PAC). Com este estudo pudemos clarificar o papel das associações e cooperativas agrárias no desenvolvimento da agricultura de TMAD, nomeadamente do seu papel central no uso e aplicação do conhecimento científico e tecnológico às actividades dos agricultores e no constante apoio informativo, relacionado com o cumprimento das normas de produção e comercialização europeias. Verificamos que a grande fraqueza deste movimento reside no fraco espírito associativo e cooperativo da larga maioria dos associados e na incapacidade destas organizações se constituirem como verdadeiros actores na definição das políticas de desenvolvimento agrário nacionais e europeias. Verificamos, ainda, a enorme importância social destas organizações no acompanhamento e apoio a uma população muito envelhecida, pouco instruída e muitas vezes sofrendo de alguma solidão. Por fim, verificamos que são os técnicos superiores destas organizações quem desempenha o papel mais importante no desenvolvimento das própriae organizações e consequentemente de todo o processo de desenvolvimento rural. Abstract The present article is a reflexive synthesis on the results of a research , for the attainment of the PhD degree, whose central objective is to trace a picture of the farmers organizations in Trás-os-Montes and Alto-Douro (TMAD), region of the Interior North of Portugal, during the process of modernization of Portuguese agriculture, in the scope of the adhesion of Portugal to the European Union (EU) and the Common Agricultural Politics (CAP). With this study we could clarify the paper of the associations and agrarian cooperatives in the development of the TMAD agriculture, namely: of its central role in the use and application of the scientific and technological knowledge to the farmers systems and activities, and in the constant informative support related with the fulfillment of the European norms of production and commercialization. We verify that the great weakness of this movement inhabits in the weak associative and cooperative spirit of the wide majority of the associates and in the incapacity of these organizations if to become active actors in the definition of the national and European rural development policy. We also verify the enormous social importance of these organizations in the accompaniment and support to a population very aged, little instructed and many times suffering from some solitude. Finally, we verify that are the technician (extension agents) of these organizations who play the role most important in the agricultural development process. |
