Compliance and governance in the legislative power

Resumo:The modern scenario has been demanding the adoption of behaviors with a greater degree of honesty, and for an implementation to take place, it is necessary to adopt a set of actions that will come to be classified as governance. The decision-making process must consider the level of maturity of the body, especially whether or not there is a convention establishing a guiding parameter. The organization's integrity is essential for effective governance, and it is based on the behavior of the individuals who make up the body, weaving close relationships with ethics and morality that are accentuated by the lack of a central figure in the legislative power whose organizational culture stems from the Brazilian patrimony history. Added to this past there is the absence of an objective level of how individuals should behave and of mechanisms that allow for the knowledge of this information and the structuring of a punitive system. This study aims to correlate governance with organizational integrity. This phenomenological examination seeks to list other corresponding experiences in direct administration and in other bodies, based on the existing bibliography, projecting this relationship in the legislative power. The methodology was based on a literature review regarding the existence of research development that demonstrates the relationship between governance and integrity in the legislature. The results found in the main publications on the subject show limited literature on governance, integrity or compliance in the legislature. The conclusion of the literature review was that when analyzing individually such areas applied to other bodies, it is possible to see as an adequate alternative the elaboration of a code of conduct that presents itself as a guide for the performance of political agents and legislative servants who face the lack of a fixed point due to the dilution of decision-making power of a multiple and collegiate body.
