Disaster Risk Management related landslides from the ecology of knowledge perspective: challenges for a risk management network in the Córrego d’Antas basin

Resumo:The disaster in the mountainous region of the state of Rio de Janeiro, in 2011, resulted from landslides and sudden floods, killed more than a thousand people and showed an incipient culture for facing risks. In 2014 in the municipality of Nova Friburgo, researchers, affected communities and public administrators founded the Reger-CD/Network for Disaster Risk Management in the Córrego D'Antas Basin, starting from a horizontal dialogue based on the Ecology of Knowledge. This network prepared surveys and products based on a culture of participatory risk management for disaster reduction. This work was conflicted and there were many attempts to impose technical-scientific knowledge on popular knowledge. The radical appreciation of both fields of knowledge strengthened the Reger-CD. The increase in the participation of people (from 8 to over 150) and institutions (from 2 to 16) in projects carried out shows that the process has been largely successful. Understanding conflicts and evaluating solutions related to this process feeds into other initiatives that can strengthen the construction of a new participatory risk management model.
