Forest fires of 2017 and regulation mechanisms in risk governance in Portugal

Resumo:Knowledge and analysis of the operational dynamics of the processes of risk governance are fundamental explanatory conditions for understanding the options and guidelines that states adopt to pursue their safety strategies. Based on these assumptions, we discuss in this paper the implications for the management of forest fires, which, given the different readings and even different interpretations in social perceptions and representations, are of fundamental importance in the overall safety landscape in civil protection. For this, two important dimensions characterizing the theoretical-analytical typologies of risk governance models are selected, political patterns and citizenship. We thus present the social components relating to the causalities and consequences, both practical and symbolic, that, as a result of the events of 2017, have prompted the mechanisms for reorganizing public policies of risk governance in Portugal.
