Open access in Portugal: recent evolution and current situation

Resumo:We present a comprehensive portrait of the Portuguese initiatives related to Open Access, such as the implementation of open access institutional repositories at various Portuguese universities and research institutes and the publication of OA journals. Our presentation starts by providing some contextual background on the Portuguese scientific and research systems, scientific publication and Open Access, followed by a brief history and evolution of Open Access initiatives in Portugal since 2003. Then we will focus our attention on the current situation of Open Access in Portugal. Concerning Open Access journals, despite the increasing number of Portuguese journals referred on the Directory of Open Access Journals (DOAJ) in the last years, the total number of OA journals in Portugal remains relatively low (44), with more than a half (24) being hosted by the Portuguese section of the SciELO project, SciELO Portugal. Concerning institutional repositories, there was a significant progress on the last years, especially after the establishment of the RCAAP (Repositório Científico de Acesso Aberto de Portugal = Portugal Open Access Science Repository) project in 2008. Currently all the public Portuguese universities have an institutional repository and a growing number have established Open Access policies. We will conclude by describing the main activities and results of the RCAAP, and the project of Portuguese-Brazilian cooperation on Open Access.
