Consulting at Grupo Érre an economic perspective on water management policies and practices

Resumo:This dissertation presents a comprehensive report of a curricular internship undertaken at Grupo Érre, a multidisciplinary consulting firm based in Braga, Portugal, with particular focus on its LRB division specialising in environmental consulting and territorial planning. The primary objective of the internship was to contribute to the company’s business development activities, particularly in the area of project identification and evaluation within the European Union’s funding framework, with a special focus on water management topics. The report is structured around three main components: a contextual analysis of water-related issues from an economic and policy perspective; the design of a methodology to assess the relevance and feasibility of international funding opportunities; and the application of this methodology to real-world project calls under Horizon Europe and similar frameworks. The literature review aims to assess the status of water availability, demand, consumer behaviour, and policy instruments, forming the theoretical foundation for evaluating project relevance and impact. A data-driven methodology was developed to rank, classify and compare funding opportunities based on quantitative and qualitative variables, including budget size, time of preparation, funding mechanism, and strategic alignment with Grupo Érre’s competencies and area of business. Closed and open calls were analysed separately using tailored sets of criteria to reflect the nature and purpose of each. The report concludes with reflections on the applicability of the developed evaluation model, offering recommendations for future refinement and integration into the company’s strategic planning processes. Overall, the internship provided a valuable opportunity to merge academic knowledge with practical experience, while supporting Grupo Érre in enhancing its positioning within the competitive landscape of EU-funded consulting projects.
