Constrangimentos logístico-financeiros na resposta aos incêndios florestais em Portugal
| Resumo: | The mission of fire brigades is an essential assignment to the State, transversal to the various levels of territorial organization, so the safety and well-being of firefighters must be taken care of and guaranteed by public and private entities that have responsibilities affected under the civilian protection system. This work, subordinated to the theme "Logistical and financial constraints in the response to forest fires in Portugal" seeks to identify the results of the strategies, which have been adopted in Portugal, mainland, to ensure the safety and well-being of firefighters in the response to forest fires. Thus, the author aims to know the perception of the Portuguese Fire Brigades regarding logistical support in forest fires and propose a set of measures to improve the safety and well-being of firefighters in these Theaters of Operations. For this, the author divides the work into two parts, in which the first part provides a theoretical framework, based on the literature review, and the second part carries out fieldwork, collecting the knowledge and perception of various entities. The methodology used to carry out the work was based on document analysis and later, on the application of a survey by interview to various entities, considering the positions and functions they occupy and perform within the scope of civil protection activity, and a survey by questionnaire, applied to the elements of the command staff of the CBs on the Portuguese mainland. From the results obtained, it appears that, despite restrictions, the elements of its command are diverse: combats have a feeling of security in security operations, when attacks are launched with the personal protective equipment that has been distributed; The powered operation that is distributed during this type of operations; and, device are with the support and support received in the logistical support bases, during the Special Fight against Rural Fires. As a final result of the present investigation, the author also presented a set of measures with the intention of contributing to improve the safety and well-being of firefighters in Portugal. |
