Evaluation of the smart governance dimension, from challenges and best practices to recommendations
| Resumo: | The public administration is facing several challenges, such as, the pressure to increase its processes efficiency levels, the rise of new technologies like Artificial Intelligence,and an increased disconnection with its citizens. Currently, Lisbon’s second-worst Smart City dimension, Smart Governance can face these challenges. Smart governance uses technology, aiming to increase public administration’s process efficiency and connection with its citizens. Resorting to best practices analysis and to conducting interviews and surveys, recommendations were made. To increase transparency, Lisbon should have an E-Procurement platform. For more civic participation, more digital shared decision-making initiatives. Finally, for digitalization, develop a digital transformation strategy. |
