E-Government Service Delivery in Rwanda: Overcoming Infrastructure Limitations (A UN EGDI-Based Study for LDCs)
| Resumo: | E-government is an excellent tool for achieving sustainable development by enhancing service delivery, transparency, and public participation, especially in least-developed countries. Rwanda, a developing country, despite its infrastructure limitations, is now a leader in e-government service delivery within Africa. The purpose of this study was to identify and explain the reasons behind Rwanda's success in providing e-government services. This study reviewed the literature and identified successes that led Rwanda to attain a high score in the Online Service Index (OSI) in the latest UN survey of the year 2022 about digital transformation, which measures the effectiveness and accessibility of e-government services. The findings of this study highlight the key factors, including user feedback, real-time data analytics, broadband expansion, digital awareness, the country’s digital strategy, and private sector cooperation in Rwanda’s digital ecosystem, which were mostly key factors in Rwanda's online service delivery success. The significance of Rwanda's success is that it demonstrates how strategy, planning, and innovation can help developing countries overcome the challenges they face in the digital age. |
