Portugal como ator europeu na prevenção da radicalização.

Resumo:In recent years, several European countries have been the target of terrorist attacks, perpetrated by nationals or legal immigrants within them, inspired by jihadist ideology. Then, it became consensual the idea that, in order to mitigate this threat, it is not enough to engage traditional counterterrorism instruments, but also to invest in the preventive aspect, where efforts to prevent radicalisation, commonly referred to as P/CVE – Preventing and Countering Violent Extremism – are of particular importance. Thus, aware of the urgency of halting radicalisation processes on European soil and the enormous importance of preventive action, the European Union has permanently emphasized the need for all Member States – responsible for their internal security and, ultimately, for the collective security of the Union – develop strategies to address this phenomenon of radicalization, in a holistic and integrated manner. Given these guidelines, several Member States have created strategic documents – Action Plans – which define, in a structured and transparent manner, the measures to be implemented, at national level, to prevent the radicalisation that leads to terrorism. In Portugal, this Action Plan has been foreseen since 2015, in the National Strategy to Combat Terrorism (ENCT), but although there is news of its creation, its contours are, so far, unknown. Thereby, moved by the central question What should the Plan of Action for the Prevention of Radicalisation and Recruitment for Terrorism consist in? and based on an exhaustive review of the literature on this subject, as well as on the opinions of specialists and academic researchers, which allowed us to carry out an assessment of the risk of radicalisation in Portugal, we present our contributions to the formulation of this Plan. We propose the implementation of a set of measures designed to act in several key areas, with the involvement of various state and non-state actors, under the coordination of the Anti-Terrorism Coordination Unit (UCAT).
