Portugal e a segurança humana
| Resumo: | The Human Security concept as we know it today was established in 1994 at the United Nations Human Development Report being associated with a historical landmark, which still remains under discussion, because changes the international security object that is no longer around the states and its focused on human beings and their rights. The Personal Security, despite being a concept already supported in the Universal Declaration of Human Rights in 1948, it is only in the 1994 report that there is a specific reference to this dimension within the Human Security giving it a unique vital role in the "physical violence" level. Establishing the UN report of 1994 the framework of threats posed to the Personal Security such as: Threats from the state, Threats from other states, Threats from other groups of people, Threats from individuals or gangs against other individuals or gangs, Threats directed against women, Threats directed at children based on their vulnerability and dependence, Threats to self, it was concluded that exists a legal and procedural alignment of Portugal within the international guidelines and standards, as well as the existence of a wide official state documents, which study all the issues and monitors the results. Finally, in the external level, it was concluded that the international intervention of Portugal was always associated with involvements (operations/missions) that were conducted from International Organizations in which Portugal is a member. It was proved that the country intends to maintain an active role, and the current operations / missions in which is participating in NATO, UN and EU, are a clear sign that asserts itself as an Personal Security International Actor. |
