| Resumo: | In a risk society can a government-centered model of civil protection on his own guarantee the human security in the face of an increasing diversity of social and ecological vulnerabilities? Does a citizen centered-model guarantee more protection in a modern society? In other words what is the priority the citizen or the government? Can the civil protection and its "armed forces", the volunteer firefighters protect and rescue the citizens with promptitude? |
