Management needs for disaster risk in major events in Alto Minho: the assessment of fire departments

Resumo:The study aimed to identify existing needs in disaster management associated with major events held in Alto Minho, as perceived by the fire brigades. This is a qualitative, exploratory-descriptive study, for which interviews were conducted with the heads of the fire brigades and data were processed using content analysis and descriptive statistics. The results showed that events are large and geographically dispersed; the intervention of fire brigades in terms of rescue planning does not always occur and constraints are perceived in the provision of aid. These are related to the large number of occurrences happening on event dates, the amount of traffic, and difficult access. Unfeasible emergency corridors add to the difficulties. The aspects influencing the response of the evacuation health units are the distance between the incident site and the health unit, the means of assistance remaining available, the capacity and ability of the emergency services. In conclusion, there is an urgent need for an effective risk management.
