Drawbacks and opportunities of green public procurement as an effective tool for sustainable production in the connection with the sustainable textile industry in Portugal

Resumo:Green Public Procurement can be an effective tool for public authorities to promote a sustainable economy. However, in practice it still finds itself confronted with barriers for the implementation. Especially when it comes to the choice of a public tender, authorities still seem to prefer the offer looking cheaper in the first place. But the cost to benefit factor in those cases is not just to be calculated by purchasing costs. Products and services are mostly contracted over a longer time-period and therefore brining additional costs. Given a change of mindset and a detailed application of the right criteria, products and services with less environmental impact can be even cheaper throughout their lifetime. Taking the most actual European legislation and its implementation into Portuguese law into account, this thesis aims to connect the legal framework of Green Public Procurement to national potentials of greener purchasing. Not just within Europe the Portuguese textile industry is famous for their production of sustainable textiles. With knowledge accumulated over centuries and a successful shift into modern textile economy, the potential of Portuguese textile producers and their products for public contracts awaits to be unfolded. This will be shown by analyzing a given case study for textile entrepreneurship in Portugal.
