Progressing on urban-rural connections: an exploratory approach towards an Agro-park Network in the Metropolitan Area of Lisbon
| Resumo: | Urban food systems involve a set of interactions among actors, processes and sources, shaping the territory according the characteristics of each type food production and its local embeddedness. Therefore, agriculture has a narrow relation with the land management. Since the 80's agroparks have emerged in Europe as land-based proposal for complementing food production with other urban and peri-urban needs related to ecosystem services provision. The coupling of these services, within the planning tools, calls for a strong governance arrangement involving multiple stakeholders. Taking into account that agroparks do not exist implemented in Portugal, this dissertation will explore the concept in the light of the advantages and challenges for the urban and peri-urban agriculture and its incorporation in the Portuguese planning instruments and policies. Furthermore, by embracing a metropolitan scale a network approach will be explored, which neither could be found in the literature nor in practical experiences elsewhere. The agropark network represents an opportunity to integrate food planning in territorial planning and management instruments at different scales. Moreover, the network proposal approaches a broader perspective of the food system by incorporating stakeholders beyond the food production in the value chain. Methodologically a variety of stakeholders of the Metropolitan Area of Lisbon were involved by methodology inspired on the transdisciplinary research in sustainability science. As a result, this dissertation aims to contribute to the generation of a metropolitan network of agroparks in the Metropolitan Area of Lisbon with a planning approach by framing the concept of “Metropolitan Agro-Net". |
